Basis is the confidence scale set out in the standard. Standing entries have no fixed resolving date and are reviewed on the register cycle. A call that resolves as predicted is not evidence of method on its own; the registry is read as a whole.
A single piece is judged on whether the reader finds it convincing. A record of dated calls with stated confidence, kept in public and updated when it resolves, is judged on whether it held.
The second is harder to build and much harder to dismiss. It is also the only thing here that a firm starting today cannot have for several years.
